Vancouver, BC, Canada (WNEWS VANCOUVER) – A driver has been charged with multiple counts of second-degree murder after a devastating tragedy struck Vancouver’s Filipino community on Saturday evening, April 26. A black Audi SUV plowed into a crowd at the Lapu Lapu Day festival, resulting in the deaths of 11 people and over 20 injuries.

The incident occurred around 8:14 p.m. at the intersection of East 41st Avenue and Fraser Street, just after a performance by Black Eyed Peas member apl.de.ap.

Suspect in Custody

The 30-year-old Vancouver resident, Kai-Ji Adam Lo, was apprehended at the scene by bystanders after attempting to flee on foot. Known to police for previous mental health-related incidents, Lo has been charged with eight counts of second-degree murder, with more charges pending. Authorities have ruled out terrorism as a motive, stating that Lo acted alone.

Eyewitness Accounts

Witnesses described a horrifying scene as the SUV accelerated through the festival area, sending bodies flying and causing chaos. Kris Pangilinan, a vendor at the event, recounted the vehicle entering the closed-off street before speeding up and striking attendees.

Community and Official Responses

Vancouver Interim Police Chief Steve Rai called it “the darkest day in our city’s history.”  Mayor Ken Sim and British Columbia Premier David Eby expressed their condolences and support for the victims and their families. Prime Minister Mark Carney canceled campaign events to address the tragedy, emphasizing the nation’s grief.  International leaders, including Philippine President Bongbong Marcos and King Charles III, also offered their sympathies.

Festival Significance

The Lapu Lapu Day festival celebrates Filipino heritage and honours the 1521 victory of indigenous leader Lapu-Lapu over Spanish forces. In 2023, British Columbia officially recognized the day, and the annual event has since become a significant cultural gathering for Vancouver’s Filipino community.

Ongoing Investigation

The Vancouver Police Department’s Major Crime Section is leading the investigation. Authorities are reviewing security measures for public events, especially in light of the upcoming federal election. Community support services are being mobilized to assist those affected by this tragedy.
